Paper Import Monitoring System (PIMS)

Paper Import Monitoring System (PIMS) has been introduced to capture specific details of import of Paper and Paper products under Chapter 48 of ITC (HS), 2017, Schedule-1. The system would collect detailed information on imports of these products which will aid in the analysis of trade data and facilitate policy formulation. Real time access to information will enable monitoring and targeted decision making.

An Overview on Paper Import Monitoring System (PIMS)

Paper Import Monitoring System is introduced by The Directorate General of Foreign Trade (DGFT) by modifying the import policy of major paper products from ‘Free’ to “Free subject to compulsory registration under PIMS.” But the facility of registering online will be working from 15th July 2022. The PIMS is introduced to get specific details of the imported paper and paper products.

The system would then combine all the detailed information on the imported products which will help in the analysis of the trade data and making of the policy formulation. To enable monitoring and targeted decision making we would need this real – time access to information.

Following is some of the features of PIMS

PIMS has the option to view previous online registrations. Other than that, all the incomplete applications that are not submitted for the registrations to the DGFT website are also visible on the PIMS for people to see and then take action on them accordingly.

If there are any kind of changes in the applicant’s details like Phone number or Email id then the changes have to be updated and uploaded on the DGFT IEC database via the online IEC modification system.

Importers who do not register their correct information and data on all the notified items under the action before hand or if importers are found to give incorrect information and data in the online PIMS module then they will be penalized with punitive action including actions which comes under FTDR Act of 1992 (Foreign Trade Development and Regulation).

Now the PIMS is available online all the time. But for all the importers and for the good of the trade it is always better that all these registrations are done before hand to make sure that there are no unwanted difficulties in the business activity of the company

How to Apply for PIMS

According to PIMS, all of the importer will need to have an automatic registration number, importers would get that PIMS registration number via an online method and payment of Rs. 500/- to 5000/- only.

Anyone interested in getting the PIMS registration number then they should know that they can only apply for the registration not early than the 75th day and not late than the 5th day of the expected date of arrival of the import consignment.

Understanding the demand of the domestic paper industry there has been an introduction to PIMS with the intention to have the following benefits:

The Paper Import Monitoring System (PIMS) shall be applicable on import by a Domestic Territory Area unit on a wide range of paper products covering 201 tariff lines, including following-

  • Handmade Paper
  • Wallpaper Base
  • India Paper
  • Drawing Paper
  • Account Book Paper
  • Straw Paper
  • Poster Paper
  • Kraft Paper
  • Tissue Paper
  • Toilet Paper
  • Cartons
  • Letter Pads
  • Labels, etc.

Obligations under PIMS

• Import under 201 tariff lines of Chapter 48 of ITC (HS), 2017, Schedule-1, shall require compulsory registration under the Paper Import Monitoring System (PIMS) as per DGFT Notification No. 11/2015-2020 dated 25.05.2022. The facility of online PIMS, with a payment of registration fee of Rs. 500/-, will be effective from 15.07.2022. PIMS will be implemented from 01.10,2022.


• Import Policy condition of paper and paper products appearing in Chapter 48 of ITC (HS), 2017, Schedule-1 as given in Annexure to DGFT Notification No. 11/2015-2020 dated 25.05.2022 was revised from 'free' to 'free subject to compulsory registration' under Paper Import Monitoring System (PIMS).


• PIMS shall require importers to submit advance information in an online system for import of items in the Annexure. On submission of online data/information, the system will generate an automatic Unique Registration Number (URN). No manual documents are to be submitted to any public authority for this purpose.


• Importer can apply for online registration not earlier than 75th day and not later than 5th day before the expected date of arrival of import consignment. The URN is granted just after the payment of fees. The URN thus granted shall remain valid for a period of 75 days.


• A registration fee of Rs. 500 will need to be paid through electronic mode in the online system for each registration number.

• Importer shall have to enter the URN and expiry date of Registration in the Bill of Entry to enable Customs for clearance of consignment.

• On registration, a Unique Registration Number (URN) starting with 'DPIIT-PPR' will be sent to the IEC holders mobile/email id (as given in IEC database).

    • Importer covered under PIMS shall submit advance information in the online system (https://imports.gov.in/imsdpiit) for import of items by logging in with the help of Importer -Exporter Code (IEC) and obtain an automatic Registration Number by paying registration fee of Rs. 500.
      The importer shall apply for registration not earlier than 75th day and not later than 5th day before the expected date of arrival of import consignment. The automatic Registration Number thus granted shall remain valid for a period of 75 days. Multiple Bill of Entries shall be allowed in same registration number within the validity period of registration for the permitted quantity.
    • Importer is required to enter the Registration Number and its expiry date in the Bill of Entry to enable Customs for clearance of consignment.


    Note: – The DGFT, vide Policy Circular No. 41/2015-2020 dated 5th July, 2022 has clarified that-

    • Registration under PIMS shall be required at the point of import by a Unit in Special Economic Zone (SEZ)/Free Trading Warehousing Zone (FTWZ) or at the time of import by an Export Oriented Unit (EOU) of the items covered under PIMS.
    • PIMS registration shall not be required by the Domestic Territory Area (DTA) Unit at the time of Customs Clearance from the SEZ/ FTWZ/ EOU to DTA if no processing has taken place of the item of paper that has already been registered under PIMS at the time of entry into a SEZ/FTWZ/EOU.

Notification about PIMS

The Directorate General of Foreign Trade (DGFT), has introduced Paper Import Monitoring System (PIMS) by amending the import policy of major paper products from ‘Free’ to ‘Free subject to compulsory registration under PIMS’. PIMS shall come into effect from 1st October, 2022. However, the online facility of registration will be available from 15th July 2022.

The PIMS shall be applicable on import by a Domestic Territory Area unit on a wide range of paper products covering 201 tariff lines, such as newsprint, handmade paper, coated paper, uncoated paper, Litho and offset paper, tissue paper, toilet paper, cartons, labels, etc. However, paper products like currency paper, bank bond and Cheque paper, security printing paper, etc. have been excluded from mandatory registration.

As per PIMS, an importer will be required to obtain an automatic registration number through online system by paying a registration fee of Rs. 500/- only, not earlier than 75th day and not later than 5th day before the expected date of arrival of import consignment. The automatic registration Number shall remain valid for a period of 75 days and multiple consignments Bill of Entry (BoEs) shall be allowed in same registration number within the validity period of registration, for the permitted quantity.

Further, registration under PIMS shall also be required at the point of import by a Unit in Special Economic Zone/Free Trading Warehousing Zone or at the time of import by an Export Oriented Unit of the items covered under PIMS. However, registration under PIMS shall not be required by the Domestic Territory Area (DTA) Unit at the time of Customs Clearance from the SEZ/FTWZ/EOU to DTA if no processing has taken place of the item of paper that has already been registered under PIMS at the time of entry into a SEZ/FTWZ/EOU.

Based on the demand of domestic paper industry, the introduction of PIMS is intended to curb imports under “Others” category Tariff Lines, dumping of paper products in the domestic market by way of under-invoicing, entry of prohibited goods by mis-declaration, re-routing goods through other countries in lieu of trade agreements.  This may also promote ‘Make in India’ and ‘Atmanirbhar’ initiative under this category.

However, if processing has taken place in the SEZ/FTWZ/EOU with change in HS Code at 8-Digit level, then the importer in DTA will require to register under PIMS, if the processed item falls under any of the 201 tariff lines covered under PIMS.
