What is LMPC? Legal Metrology Packaged Commodities

The Legal Metrology (Packaged Commodities) Rules, 2011 under the Legal Metrology Act, 2009 regulate all pre-packaged goods sold in India. The Act ensures that consumers receive correct quantity, accurate weight/measure, and proper price information on all packaged products.

The LMPC certificate (Legal Metrology Packaged Commodities certificate) is the registration document issued to businesses complying with these rules. It is commonly called the LMPC license or Legal Metrology license and is administered by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce.

Legal Framework — LMPC Rules 2011

The Legal Metrology (Packaged Commodities) Rules, 2011 govern all pre-packaged goods sold in India. These rules were introduced under the Legal Metrology Act, 2009, which replaced the older Standards of Weights and Measures Act, 1976. The Act is administered by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, with state-level enforcement by State Legal Metrology Controllers. Every importer, manufacturer, dealer, or packer of commodities sold in pre-packaged form must register and comply with the LMPC Rules before placing goods in the Indian market.

Is LMPC Mandatory? Who Is Exempt?

LMPC is mandatory for all pre-packaged commodities — goods packed without the purchaser being present, in a predetermined quantity. It is not required for: loose/unpackaged goods sold by weight at point of sale; goods packed in the customer's presence; industrial equipment not for retail sale; and customised single-order goods. Common products requiring LMPC include: food & beverages, cosmetics, personal care, electronics accessories, health supplements, toys, footwear, clothing (if pre-packed with declared quantity), and imported stationery. If your product has an MRP label and is packed before reaching the consumer — LMPC applies.

MRP Rules Under Legal Metrology

Under Rule 6 of the LMPC Rules, Maximum Retail Price (MRP) must be declared as: "Maximum Retail Price ₹XX (Inclusive of all taxes)". Selling above MRP is a criminal offence under Section 36 of the Legal Metrology Act. MRP must be printed in a minimum font size of 1mm height. For imported products, the Indian importer's name, address, and LMPC registration number must be printed on a sticker affixed to the original foreign packaging — the foreign MRP can be struck through and the Indian MRP printed in a contrasting colour on the sticker. Dual MRP is not permitted.

LMPC for Imported Products — Special Rules

Imported pre-packaged goods have additional compliance requirements under Rule 6(2) of the LMPC Rules: (1) Importer's name and address (Indian entity) must appear on each package; (2) Country of Origin must be declared; (3) Month and Year of Import must be printed; (4) The LMPC Importer Registration Number must appear; (5) All declarations must be in Hindi or English — regional language declarations are optional in addition. For customs clearance, the LMPC certificate is increasingly being required by Customs and port authorities before allowing goods to be sold in India. Amazon, Flipkart, and Meesho require LMPC compliance for all product listings.

Legal Metrology Inspections & Raids

Legal Metrology Inspectors appointed under Section 10 of the Act conduct surprise market inspections of retail stores, warehouses, e-commerce fulfilment centres, and import warehouses. During inspections, they verify: correct LMPC registration; correct MRP declaration; net quantity verification (actual weight/volume must match declared quantity within permissible tolerances); correct label format; and date markings.
