HSN & SAC Codes — Complete Guide for GST Filing

🧾 What is HSN Code and Why Does it Matter for GST Returns?
HSN (Harmonised System of Nomenclature) is an internationally standardised system for classifying goods, developed by the World Customs Organisation in 1988. India adopted HSN post-GST implementation in 2017. HSN codes are mandatory in all GST returns (GSTR-1, GSTR-3B), tax invoices and e-way bills. Incorrect HSN codes attract notices and penalties from the GST department. The code determines the applicable GST rate — 0%, 5%, 12%, 18% or 28%. TAXAJ's GST team verifies correct HSN classification for all client businesses. GST Registration & Compliance →
📊 CGST, SGST and IGST — How GST Rates Work
GST is split between Centre and State. For intra-state supply (seller and buyer in same state): CGST + SGST, each at half the GST rate. For 18% GST — CGST = 9%, SGST = 9%. For inter-state supply or imports: IGST at the full GST rate (18%). For exports: zero-rated (0% IGST). The HSN code in your invoice determines which rate applies. Cess is additionally levied on items in the 28% slab like vehicles, tobacco and aerated drinks. TAXAJ handles complete GSTR-1 and GSTR-3B filing with correct HSN classification.
💻 SAC Codes for IT, Software and Professional Services
Common SAC codes for services: 998311 — IT design and development (18%); 998313 — IT maintenance and support (18%); 998314 — IT infrastructure services (18%); 997211 — Legal advisory (18%); 997212 — Accounting and auditing (18%); 997111 — Hotel accommodation (12%/18%); 996331 — Restaurant services (5% without ITC). Freelancers and IT companies must quote the correct SAC in all invoices. TAXAJ's GST registration service includes correct SAC classification for your business.
🌾 HSN Codes for Agriculture and Food Products
Agriculture and food products have widely varying GST rates. Chapter 1-24 of HSN covers live animals, food products, beverages and tobacco. Key rates: Fresh fruits and vegetables — 0% (HSN 07/08); Rice and wheat — 0% (unbranded) / 5% (branded, pre-packaged); Tea and coffee — 5% (HSN 0901/0902); Packaged food — 12% or 18% depending on the product. The GST Council has made multiple changes to food product rates — always verify the latest notification. TAXAJ GST Advisory →
❓ FAQ

Frequently Asked Questions — HSN & SAC Codes

HSN (Harmonised System of Nomenclature) is an internationally standardised 8-digit code used to classify goods for taxation and trade purposes. Under GST, HSN codes are mandatory in tax invoices and GSTR-1 returns. For businesses with turnover above ₹5 crore, 6-digit HSN is mandatory. For exports, 8-digit HSN is required. Incorrect HSN can attract scrutiny and demand notices from the GST department. Use TAXAJ's free HSN finder above to get the right code instantly.
HSN codes classify goods — they are 4 to 8 digits long and follow the WCO's Harmonised System. SAC codes classify services — they are 6-digit codes developed by CBIC, always starting with 99. For example, rice (a good) has HSN 1006, while IT software services (a service) has SAC 998311. Both must appear in your invoices and GST returns.
For businesses with aggregate turnover up to ₹5 crore in the preceding year: HSN is optional for B2C invoices but mandatory for B2B invoices at the 4-digit level. For businesses above ₹5 crore: 6-digit HSN is mandatory for all invoices. For exports: 8-digit HSN is always mandatory. TAXAJ recommends using HSN codes for all invoices regardless of turnover to avoid department queries.
Restaurant services are taxed at 5% GST without Input Tax Credit (ITC) (SAC 996331) for most restaurants. AC restaurants in starred hotels (room tariff >₹7,500) are taxed at 18% with ITC. Swiggy/Zomato platforms act as ECOs and collect GST on restaurant supplies. The distinction matters significantly for ITC availability and invoice preparation. Consult a TAXAJ CA →

Gold (HSN 7108) attracts 3% GST. Making charges on jewellery attract 5% GST as service charges (SAC 998892). Silver (HSN 7106) also attracts 3% GST. Diamonds (HSN 7102) attract 1.5% GST. Platinum (HSN 7110) attracts 3% GST. These are some of the lowest GST rates applicable to high-value goods — the GST Council has kept them low to maintain affordability.
