Finance Minister Nirmala Sitharaman announced significant revision of MSME limits in Budget 2025 (Union Budget February 1, 2025), effective April 1, 2025. Investment limits raised 2.5× and turnover limits doubled — 7.5 lakh more businesses now qualify as MSME.

AND Condition: Both investment AND turnover must be within the limit. If either exceeds the category limit, you move to the next higher category. If investment is ₹2 crore (within Micro) but turnover is ₹12 crore (above Micro ₹10Cr limit) → you are classified as Small, not Micro.
🌍 Export Turnover Excluded: Under Budget 2025, export turnover (both goods and services) is excluded from the turnover calculation. This is a significant benefit for exporters — a company with ₹60Cr total turnover but ₹20Cr export turnover has net MSME turnover of ₹40Cr (within Small category).

⚖️ Section 43B(h) — 45-Day Payment Protection

The most powerful benefit for Micro and Small Enterprises: buyers who delay payment beyond 45 days cannot claim that payment as a business expense. They must pay income tax on that amount as if it were profit. This makes large buyers prioritise paying registered MSMEs on time. Medium enterprises are NOT protected under Section 43B(h) — only Micro and Small. Requires Udyam certificate to enforce.

🏦 Priority Sector Lending & CGTMSE

Banks are mandated to lend a percentage to MSME sector (Priority Sector Lending targets). Registered MSMEs get: (1) CGTMSE — collateral-free loans up to ₹5 crore without mortgage of property, (2) lower interest rates (sub-PLR lending), (3) faster loan processing, (4) emergency credit lines (ECLGS), (5) preference in government-backed schemes. Without Udyam registration, banks cannot extend CGTMSE-backed collateral-free loans.

🏛️ Government Tenders — MSME Reservation

Central government procurement mandates 25% minimum purchase from MSMEs — of which 4% must be from SC/ST-owned MSMEs. MSMEs get: (1) Exemption from Earnest Money Deposit (EMD) in government tenders, (2) Tender fee waiver in many cases, (3) Price preference of 15% over large companies, (4) Relaxed past performance requirements. DPIIT Startup recognition + Udyam = maximum procurement advantage.

🛒 GeM (Government e-Marketplace) Priority

Udyam-registered businesses get preferential treatment on GeM portal: (1) Special MSME tag visible to all government buyers, (2) Dedicated MSME marketplace on GeM with lower competition, (3) Relaxed qualification criteria vs large vendors, (4) Faster payment cycle (within 10 days on GeM for MSMEs vs 30–45 days for others), (5) Can list without turnover proof for first 2 years. Trade Receivables Discounting System (TReDS) allows registered MSMEs to discount their invoices (receivables) against large buyers through RBI-regulated platforms (Receivables Exchange, M1xchange, NTREES). Instead of waiting 60–90 days for payment, get cash within 1–2 days at ~7–12% annual discount rate. Buyers above ₹500Cr turnover are mandated to onboard TReDS. Yes — since July 2020, Udyam Registration is open to manufacturing, service, and trading enterprises under identical classification criteria. Before July 2020, the old Udyog Aadhaar system primarily covered manufacturing. Now, retail traders, wholesale dealers, IT companies, restaurants, logistics providers, consultants, and all service businesses can register. The NIC code (National Industrial Classification) covers all business types. Trading companies previously had a separate scheme — that's been merged into Udyam for simplicity.
Section 43B(h) was inserted into the Income Tax Act by Finance Act 2023, effective FY 2023-24. It provides that any payment owed to a Micro or Small Enterprise must be paid within the time limits of the MSMED Act (15 days where no agreement, or 45 days where written agreement exists). If payment is delayed beyond this: (1) The buyer cannot claim the amount as a deductible business expense, (2) The buyer pays income tax on higher profits. In practice, this means a company paying a registered Micro/Small MSME after 45 days effectively loses the tax deduction — a powerful commercial incentive to pay on time. Important: Medium enterprises are excluded from Section 43B(h) — this benefit applies only to Micro and Small. Udyam certificate with Micro/Small classification is needed to enforce this — buyers often ask for the certificate before agreeing to the 45-day clause.
