RoC Delhi-I or Delhi-II? Find Your Registrar of Companies by Locality

Since 16 February 2026 Delhi has two Registrars of Companies. RoC NCT of Delhi-I covers the South, South West, New Delhi, South East and East districts, which takes in Dwarka, Connaught Place, Saket, Nehru Place, Okhla and Laxmi Nagar. RoC NCT of Delhi-II covers Central, West, North, North West, North East and Shahdara, which takes in Karol Bagh, Chandni Chowk, Rajouri Garden, Janakpuri, Rohini and Pitampura. Haryana companies moved out to a separate Registrar at Chandigarh on the same day.

Most companies do not need to do anything. The split matters when you move your registered office, reply to a notice or adjudication, or write to the Registrar.

Find your Registrar by locality

Not listed? Use the district table below.

The test is the revenue district of the registered office, not the PIN code, the GST address or where the directors sit. Localities near a district boundary, especially across the Yamuna between the East and Shahdara districts, can fall either way. For those, check the district on the property tax bill or the address proof filed with MCA, and confirm the RoC in the company’s master data.

The combined office before the split was at IFCI Tower, 61 Nehru Place. Check the current addresses on the MCA list of Registrars before you visit or post anything.

Delhi now has 13 districts. The notification names 11

The split was notified in S.O. 4850(E) on 23 October 2025, using Delhi’s 11 districts as they stood then. On 1 January 2026 Delhi reorganised into 13 districts: Shahdara district was dissolved and Old Delhi, Central North and Outer North were created. MCA’s list still uses the older names.

In practice this changes little. The new northern districts are made of areas such as Chandni Chowk, Model Town, Shalimar Bagh and Narela that were all in Delhi-II districts. The one area to watch is trans-Yamuna: the new East Delhi district takes in some localities that were in the old Shahdara district. If your office is around Vishwas Nagar, Anand Vihar or Krishna Nagar, do not go by the new district name alone. Check the master data.

Check your Registrar in 30 seconds

  1. Open the MCA portal and go to Company or LLP Master Data.
  2. Search by CIN or name.
  3. Read the RoC shown in the master data. That is the office your filings and notices go to.

The CIN does not change. A Delhi company keeps “DL” in its CIN whether it is with Delhi-I or Delhi-II, so the CIN alone will not tell you.

Does an existing company need to do anything?

No. Companies were moved to the right Registrar automatically, with no form or fee, and pending applications were transferred to the new office. Filings on the MCA portal reach the correct office on their own.

What changes is who you deal with. Scrutiny of non-STP forms that stay with the Registrar, show-cause notices, strike-off by the Registrar and penalty adjudication under section 454 now come from your own Registrar. Address replies and hearing requests to that office, and quote its name correctly. Our guide to replying to a section 454 adjudication notice covers the reply itself.

The change that costs time: moving your registered office

Under the proviso to section 12(5) of the Companies Act, 2013, a company cannot move its registered office from one Registrar’s jurisdiction to another within the same state without the Regional Director’s confirmation. Until February 2026 all of Delhi was one Registrar. A move from Karol Bagh to Dwarka is now an inter-Registrar shift.

MoveWhat it needs
Within the same Registrar, for example Saket to Dwarka (both Delhi-I) or Rohini to Rajouri Garden (both Delhi-II)Board resolution, then Form INC-22 within 30 days. If the move is outside the local limits of the city or town, a special resolution filed in MGT-14 first
Across the line, for example Karol Bagh to Dwarka, Rohini to Saket, or Laxmi Nagar to ShahdaraResolution, application to the Regional Director, Northern Region-I, New Delhi, in Form INC-23, the confirmation order filed in Form INC-28, then INC-22
Out of Delhi, for example to Gurugram or NoidaA shift to another state under section 13, with a special resolution, alteration of the memorandum and a Regional Director order

The Regional Director route adds weeks. Check the district before you sign a lease, take a coworking desk or pick a virtual office: a cheaper desk across the line puts the company under a different Registrar. The full procedure is in our guide to shifting a registered office within or across states.

New companies and LLPs

For a new company, SPICe+ assigns the Registrar from the registered office address you enter, so settle the address first. LLPs follow a separate LLP registrar notification, S.O. 4849(E). Check which registrar your LLP falls under before you file a change of address.
