KMC Trade Licence 2026-27: Fees, the ₹2,500 Cap, 1 to 15 Year Validity and Late Fine

In Kolkata, the trade licence is called a Certificate of Enlistment (CE), issued by the Kolkata Municipal Corporation under section 199 of the KMC Act, 1980. Every trade, profession and calling in KMC limits needs one, including chartered accountants, consultants, software developers, online sellers and the registered office of every company. It is issued online in real time and can be taken for 1, 3, 5 or 15 financial years. The law caps the enlistment fee at ₹2,500 a year, but the total CE bill also carries other municipal charges, so many businesses pay more than ₹2,500. This guide explains the fee, the validity options, the late fine, and what changes if your office is in Salt Lake, Sector V, New Town or Howrah.

Who needs a Certificate of Enlistment

  • Traders and shops: every shop, restaurant, warehouse and service business in KMC limits.
  • Professionals: the KMC list names chartered accountants, company secretaries, cost accountants, advocates, consultants, software developers and web developers. A professional without an office still needs a CE at the lower rate.
  • Online sellers: e-commerce and online businesses have their own categories in the rate chart.
  • Companies and LLPs: a CE for the registered office as the office of accounts and administration, plus a separate CE for each other activity carried on in Kolkata. The fee is owed from the date of incorporation, so a company that registers late pays the back years.
  • Home offices: a trade in a residential building is allowed only in buildings on the notified major roads, and on no more than 45% of the floor area. Hazardous trades and liquor shops are not allowed in residential buildings at all.

A CE does not replace other licences. A restaurant still needs FSSAI and fire clearance, and every employer still needs West Bengal profession tax registration, which is a separate tax.

The fee: what the ₹2,500 cap covers

Section 199(1) caps the enlistment fee at ₹2,500 a year, and the West Bengal Urban Development department’s circular of May 2025 told every civic body not to go above the statutory caps. But the CE demand also adds charges under other sections of the Act, for solid waste management, signage, building use and so on, plus a ₹100 processing fee. The ₹2,500 cap applies only to the enlistment column, not to the total.

Category (KMC rate chart 2026-27) Total yearly CE amount
Professional without an office ₹600
Professional with an office or chamber ₹1,100 plus the area charge
Company or LLP office up to 1,000 sq ft ₹2,800
Online business (non-food) ₹2,600 plus the area charge
Doctor’s clinic ₹1,600
  • What decides the fee: the nature of the trade and the floor area, not turnover. The area charge runs from ₹60 for 60 sq ft to ₹2,500 above 1,900 sq ft, and doubles for air-conditioned premises, within the ₹2,500 cap.
  • Big increase from 2025-26: a professional without an office paid ₹100 in 2024-25 and pays ₹600 now; an office or chamber went from ₹200 to ₹1,100 plus the area charge; the processing fee went from ₹50 to ₹100.
  • Rebates: 50% for small-scale and IT units, unemployed youth and self-help groups. There is no rebate for companies or LLPs.

Validity: 1, 3, 5 or 15 years

  • Four choices only. A CE can be taken for 1, 3, 5 or 15 financial years. There is no 2-year or 10-year option.
  • No discount for longer periods. The amount is the yearly fee times the number of years, and there is no refund if the business closes early.
  • Lifetime enlistment (20 years’ fee paid once, no renewal) is available only for warehouses, godowns, aarats, stores and stockists.
  • Which to choose: a firm in its own office that expects to stay put saves a renewal every year with a 5-year CE. A business in rented premises with a short lease is safer with 1 or 3 years, because a change of address needs a new CE anyway.

How to apply online, step by step

  1. Register on the KMC online portal with a mobile number and email, both of which are compulsory.
  2. Choose a new Certificate of Enlistment and enter the business name, the constitution (proprietor, firm, company or LLP), and the premises address and ward.
  3. Pick the nature of trade from the KMC list. A single CE can cover at most two natures of trade; a third needs another CE.
  4. Enter the floor area and whether the premises are air-conditioned.
  5. Upload a self-attested photo ID (voter ID, Aadhaar, driving licence or passport), one proof of occupancy, and the self-declaration in Annexure II.
  6. Choose 1, 3, 5 or 15 years and pay online. An unpaid demand lapses after 30 days.
  7. Download the receipt. It is the CE, and shows the “valid up to” date of 31 March of the last year paid.

Accepted occupancy proofs include a property tax bill, sale deed, lease, leave and licence agreement, rent receipt with the agreement, an NOC for rent-free use, or an electricity or telephone bill in the applicant’s name. KMC may inspect after issue, and false information leads to cancellation without refund and possible prosecution.

Renewal and the late fine

  • When: renew on or before expiry. A CE not renewed within three months of expiry is treated as lapsed, but it can still be renewed online with the arrears and fine.
  • No documents: renewal is online with no fresh documents. KMC no longer posts demand notices, so set your own reminder.
  • Late fine: ₹50 a month after the date on the demand notice.
  • Never enlisted: a business found trading without a CE pays the current year plus each year of default, up to three years, at current rates.
  • Changes: a change of name, address, constitution or trade is not an edit. The old CE is closed and a new one taken. Close a CE in the same financial year the business stops, or the demand keeps running.

Outside KMC: Salt Lake, Sector V, New Town and Howrah

Many Kolkata businesses are not in KMC limits at all, and applying to the wrong body is the most common mistake.

Area Civic body How to apply Fee cap
Kolkata (144 wards) Kolkata Municipal Corporation KMC portal ₹2,500 enlistment fee
Salt Lake (residential blocks) and Rajarhat-Gopalpur Bidhannagar Municipal Corporation e-District ₹2,500
Salt Lake Sector V Nabadiganta Industrial Township Authority (NDITA) Through NDITA Check with NDITA
New Town New Town Kolkata Development Authority (NKDA) e-District; real-time issue with a QR-coded certificate to display at the entrance ₹2,500 a year
Howrah Howrah Municipal Corporation HMC’s own site or counter; inspection before issue ₹2,500
Other municipalities The municipality concerned e-District ₹1,500

Outside KMC, e-District issues the certificate in real time with two documents and sends an SMS and email reminder 30 days before expiry. A combined form for trade licence and Shops and Establishments registration is also available there. Panchayat areas of Rajarhat follow a separate panchayat trade licence.

Common mistakes

  1. Applying to KMC for an office in Sector V (NDITA) or New Town (NKDA).
  2. Assuming the ₹2,500 cap limits the total bill.
  3. A company registering its office CE years after incorporation and paying the back years.
  4. Putting three natures of trade on one CE.
  5. Editing the address on an old CE instead of closing it and taking a new one.
  6. Letting a 1-year CE lapse because no demand notice arrived in the post.
