Professional Tax — State-wise rates & registration (Delhi, Karnataka, Bihar, Goa)

  • Professional Tax in India — State-wise Rates & Registration (Delhi, Karnataka, Bihar & Goa)

Running a business involves much more than managing sales and expenses.

If you employ staff or operate a professional/business establishment, you may also need to comply with Professional Tax (PT) requirements depending on the state in which your employees or business operate.

Many business owners often ask:

“What is Professional Tax? Is it applicable in my state? Do I need Professional Tax Registration?”

The answer depends on the state legislation, salary/income level, nature of profession, and whether you are an employer or self-employed professional.

In this article, we’ll specifically discuss Delhi, Karnataka, Bihar and Goa.

Let’s break it down. 🚀

What is Professional Tax?

Professional Tax is a state-level tax imposed on individuals earning income through employment, profession, trade, calling or other specified activities.

It is not a tax imposed by the Central Government.

Professional Tax is governed by the respective state’s legislation, and the rates, exemptions, registration requirements and filing procedures differ from state to state.

The Constitution of India caps the amount of Professional Tax that can be levied on an individual at ₹2,500 per year.

Professional Tax may apply to:

  • ‍💼 Salaried employees
  • ‍⚕️ Doctors

Lawyers

Chartered Accountants

Professionals

Employers

Traders

‍💻 Self-employed persons

The exact applicability depends upon the state law.

________________________________________

Who is Responsible for Professional Tax?

There are generally two different situations.

‍💼 Salaried Employees

Where Professional Tax is applicable to an employee:

  • Employer calculates PT
  • Employer deducts PT from salary
  • Employer deposits PT with the state government
  • Employer maintains applicable records
  • Employer files applicable returns/statements

Self-Employed Professionals

A person carrying on a profession, trade or calling may need to obtain Professional Tax Enrolment and pay tax directly, where applicable.

Employer

An employer may need a Professional Tax Registration to deduct and deposit Professional Tax on behalf of employees.

Therefore, Registration and Enrolment are not necessarily the same thing.

Professional Tax — Delhi vs Karnataka vs Bihar vs Goa

State Professional Tax Applicable? Employee PT Employer Registration
🏙️ Delhi ❌ No state Professional Tax regime currently applicable Nil Not applicable for PT
🌆 Karnataka ✅ Yes Applicable as per slab ✅ Applicable where covered
🌾 Bihar ✅ Yes ₹0–₹2,500 annually depending on salary ✅ Applicable
🏖️ Goa ❌ No Professional Tax Nil Not applicable for PT

The important point is that Professional Tax is not applicable uniformly across India.

Professional Tax in Delhi

Delhi is one of the important exceptions for businesses operating in the National Capital Territory.

Delhi does not currently levy Professional Tax on salaries/professions in the manner followed by states such as Karnataka and Bihar.

Therefore, businesses in Delhi generally do not need to:

  • Deduct Professional Tax from employees
  • Obtain a Professional Tax Registration
  • File Professional Tax returns
  • Deposit Professional Tax

However, this does not mean that Delhi employers have no payroll compliance.

Businesses may still need to comply with:

  • TDS on salary
  • EPF
  • ESI
  • Minimum wage requirements
  • Labour laws
  • Shops & Establishments requirements, where applicable
  • Income Tax requirements
  • GST, where applicable

Therefore:

Professional Tax in Delhi = Not applicable

Professional Tax in Karnataka

Karnataka has a comprehensive Professional Tax system under the Karnataka Tax on Professions, Trades, Callings and Employments Act, 1976.

The Karnataka Commercial Taxes Department confirms that employers are responsible for deduction and payment of Professional Tax according to the applicable rate slab and for obtaining the required registration.

Karnataka also has a separate online Professional Tax system for employers and self-employed persons.

Karnataka Professional Tax Rate

For salaried employees, the important threshold is:

Monthly Gross Salary Below ₹25,000

Generally:

Professional Tax = Nil

Monthly Gross Salary ₹25,000 or More

Professional Tax is generally:

₹200 per month

However, for February, the deduction is ₹300 under the current applicable notification.

Therefore, the annual amount is generally:

₹200 × 11 months + ₹300 = ₹2,500 per year

The Karnataka PT portal specifically states that for February 2026, PT should be deducted at ₹300 per employee instead of ₹200.

Professional Tax in Bihar

Bihar levies Professional Tax under the Bihar Tax on Professions, Trades, Callings and Employments Act, 2011.

The Bihar Commercial Taxes Department confirms that Professional Tax registration is required for employers in the state, while enrolment is required for persons other than salaried persons whose tax is payable by their employer. Applications are made online.

Bihar Professional Tax Rates

For salaried/wage-earning individuals, the annual Professional Tax slabs are generally:

Annual Income Professional Tax
Up to ₹3,00,000 Nil
₹3,00,001 – ₹5,00,000 ₹1,000 per year
₹5,00,001 – ₹10,00,000 ₹2,000 per year
Above ₹10,00,000 ₹2,500 per year

These rates are reflected in current Bihar Professional Tax references and the state’s Professional Tax framework.

  • Employers
  • Professionals
  • Traders
  • Certain registered dealers
  • Transport vehicle permit holders
  • Companies engaged in professions, trades or callings

The applicable rate depends upon the taxpayer category.

For example, companies covered under the applicable provisions may have Professional Tax liability of up to ₹2,500 per year.

Professional Tax in Goa

Goa is another state where Professional Tax is not currently levied.

Therefore, businesses operating in Goa generally do not have a Professional Tax deduction or registration requirement.

Accordingly:

  • No Professional Tax deduction from salary
  • No Professional Tax registration
  • No Professional Tax enrolment
  • No Professional Tax return

However, employers in Goa must still examine other applicable payroll, tax and labour compliances.

These may include:

  • TDS
  • EPF
  • ESI
  • Minimum wages
  • Labour laws
  • Shops & Establishments compliance, where applicable
  • Income Tax
  • GST, where applicable

Professional Tax Registration vs Enrolment

This is one of the most common areas of confusion.

Professional Tax Registration

Generally applicable to an employer who is responsible for deducting and depositing Professional Tax from employees.

Professional Tax Enrolment

Generally applicable to a person carrying on a profession, trade, calling or other covered activity who is directly liable to pay Professional Tax.

The exact terminology and requirements vary by state.

For example, Karnataka’s official portal separately provides facilities for employers and self-employed professionals/GST-enrolled taxpayers.

________________________________________

Professional Tax Compliance for Employers

If Professional Tax applies in your state, employers generally need to manage:

  • Professional Tax Registration
  • Employee salary records
  • Monthly/periodic PT calculation
  • PT deduction from salary
  • Payment of PT
  • Filing applicable returns
  • Maintaining records
  • Employee-wise reconciliation
  • Professional Tax certificates/records, where applicable

________________________________________

Example — Karnataka Employee

Suppose an employee earns:

Monthly gross salary = ₹40,000

Since the salary is above the applicable ₹25,000 threshold:

Professional Tax may be deducted as:

April to January: ₹200 per month

February: ₹300

March: ₹200

Total:

₹200 × 11 + ₹300 = ₹2,500 per year

The employer should deduct and deposit the applicable amount according to the current Karnataka requirements.

________________________________________

Example — Bihar Employee

Suppose an employee has annual salary income of:

₹7,50,000

The employee falls in the:

₹5,00,001 – ₹10,00,000 slab

Professional Tax:

₹2,000 per year

Therefore, the employer should account for the applicable Professional Tax deduction and payment according to Bihar’s applicable compliance procedure.

Common Professional Tax Mistakes Businesses Make

  • Assuming Professional Tax is a Central Government tax
  • Applying the same PT rate in every state
  • Deducting PT in a state where it is not applicable
  • Failing to register in a state where PT applies
  • Not obtaining Professional Tax Enrolment where required
  • Deducting the wrong amount from employees
  • Missing PT payment deadlines
  • Not filing applicable returns
  • Not reconciling payroll with PT payments
  • Ignoring state-specific exemptions
  • Assuming GST registration automatically replaces PT registration
  • Treating PT compliance as part of Income Tax instead of state-level compliance

Professional Tax is a state-specific compliance, so businesses should always check the law applicable to the relevant state.

Final Thoughts

Professional Tax is a state-level tax, and the rules differ depending on where your business or employees are located.

For the states covered in this article:

Delhi → No Professional Tax currently applicable

Karnataka → Professional Tax applicable

Bihar → Professional Tax applicable

Goa → No Professional Tax currently applicable

For Karnataka, the applicable employee deduction can reach ₹2,500 per year, with the current February deduction being ₹300 and the other applicable months generally ₹200.

In Bihar, salaried employees may fall under annual slabs ranging from Nil to ₹2,500, depending on annual income.

The most important point is:

Do not assume that Professional Tax rules are the same in every state.

Before running payroll, check:

State applicability

Salary/income slab

Registration requirement

Enrolment requirement

Payment due date

Return filing requirement

Applicable exemptions and penalties

Proper Professional Tax compliance helps businesses avoid unnecessary notices, interest and penalties while keeping payroll records accurate.
