PF WITHDRAWAL RULES 2026 — FULL VS PARTIAL WITHDRAWAL

INTRODUCTION

The Employees’ Provident Funds Scheme, 2026 has brought major changes to the way EPF members can withdraw their PF balance. The new framework replaced the earlier EPF Scheme, 1952 and simplified the different withdrawal categories.

One of the biggest changes is the introduction of a 25% minimum balance requirement. Members can generally withdraw up to 75% of their total PF balance for eligible partial withdrawals, while the remaining amount is retained as a retirement corpus. The new framework also changes the rules for full withdrawal after unemployment.

WHAT IS THE DIFFERENCE BETWEEN FULL AND PARTIAL PF WITHDRAWAL?

Full withdrawal means settlement of the entire eligible EPF balance when the member satisfies the conditions prescribed for final settlement.

Partial withdrawal, on the other hand, allows a member to access part of the PF balance without completely closing the retirement savings account. The 2026 framework has made partial withdrawals more flexible by consolidating several earlier categories into broader categories such as essential needs, housing needs and special circumstances.

NEW 25% MINIMUM BALANCE RULE

A major feature of the EPF Scheme, 2026 is the requirement to maintain a minimum balance.

At least 25% of the relevant PF accumulation is required to remain in the member’s account. The amount that can actually be withdrawn is referred to as the Eligible Member Balance after considering this minimum balance requirement.

For example, if the relevant PF balance is ₹4,00,000, up to ₹3,00,000 may generally be available under eligible partial withdrawal provisions, while ₹1,00,000 is retained as the minimum balance.

This rule is intended to ensure that members do not exhaust their retirement savings through repeated withdrawals.

PARTIAL WITHDRAWAL — 12 MONTH MEMBERSHIP RULE

The new framework generally provides a uniform minimum membership period of 12 months for partial withdrawals.

Earlier, different purposes had different service requirements, with some withdrawals requiring several years of membership. The 2026 framework has simplified these requirements and generally provides a 12-month membership condition for eligible partial withdrawals.

However, the rules also provide for members who leave employment before completing 12 months of membership to access eligible amounts in specified circumstances. Therefore, the exact eligibility should be checked before filing a claim.

WITHDRAWAL FOR ILLNESS

PF can be accessed for medical treatment of the member or eligible family members under the essential-needs category.

Under the new framework, after completing the applicable 12-month membership requirement, the member can generally withdraw up to 100% of the Eligible Member Balance for this purpose.

This means the withdrawal can effectively cover up to 75% of the total PF balance where the 25% minimum balance requirement applies.

WITHDRAWAL FOR EDUCATION

The new rules also allow PF withdrawal for education-related requirements.

Education withdrawals can be made for the member and eligible family members after completion of the applicable membership requirement.

The withdrawal facility can be used up to 10 times during the member’s membership, subject to the applicable conditions and available eligible balance.

WITHDRAWAL FOR MARRIAGE

PF withdrawal is also available for marriage-related requirements of the member and eligible family members.

Under the 2026 framework, marriage-related withdrawals can generally be made up to five times during membership, subject to the prescribed eligibility conditions and available Eligible Member Balance.

WITHDRAWAL FOR HOUSING

The revised framework continues to permit PF withdrawals for specified housing requirements.

These can include:

Purchase of a house or flat

Purchase of a site for construction of a house

Construction of a house

Repayment of an eligible housing loan

  • Additions, alterations, renovation or improvement of an existing house or flat

The applicable withdrawal is subject to the prescribed conditions, including the minimum membership requirement and withdrawal limits. Housing-related withdrawals are generally subject to a maximum of five withdrawals during membership.

PF WITHDRAWAL AFTER UNEMPLOYMENT

One of the most important changes in 2026 relates to unemployment.

Under the earlier framework, full PF settlement could generally be claimed after two months of continuous unemployment.

Under the EPF Scheme, 2026, a member can withdraw up to 75% of the PF balance after becoming unemployed, while the remaining 25% is retained initially.

The remaining balance can generally be withdrawn after the member completes 12 months of continuous unemployment, subject to the applicable provisions.

This is an important change for employees who previously expected to withdraw their entire PF balance after only two months of unemployment.

WHEN CAN THE FULL PF BALANCE BE WITHDRAWN?

Full settlement continues to be available in specified circumstances under the new framework.

These circumstances can include:

Retirement after attaining the prescribed age

Permanent disability or incapacity to work

Permanent departure from India in the circumstances covered by the scheme

Retrenchment or other specified circumstances

Long-term unemployment as prescribed under the new scheme

The exact conditions should be checked based on the reason for exit because full settlement and partial withdrawal are governed by different provisions.

PF WITHDRAWAL RULES — QUICK COMPARISON

PARTIAL WITHDRAWAL

General membership requirement → 12 months

Amount → Up to the Eligible Member Balance

Minimum balance → 25% of the relevant PF accumulation

  • Main purposes → Illness, education, marriage, housing and specified special circumstances

Account → PF membership continues

FULL WITHDRAWAL

  • Amount → Entire eligible PF balance, where final settlement conditions are satisfied
  • Unemployment → Full settlement generally after 12 months of continuous unemployment under the new framework

Other cases → Retirement and other specified circumstances

  • Minimum balance → Does not remain locked once full settlement is legally permitted

DOCUMENTATION AND CLAIM PROCESS

EPFO has been moving towards simplified and digital claim processing. Members can submit eligible claims through the EPFO member portal or applicable digital channels.

Before submitting a claim, members should ensure that their:

🆔 UAN details are correct

Aadhaar is properly linked

Bank account details are updated

PAN details are available wherever required

Date of joining and date of exit are correctly reflected

Properly updated member details can help prevent unnecessary claim rejection or delays.

IMPORTANT POINTS TO REMEMBER

The 2026 rules have significantly changed the traditional understanding of PF withdrawal.

  • Members should not assume that the entire PF balance can be withdrawn immediately after leaving a job.
  • A 25% minimum balance requirement applies under the new partial withdrawal framework.
  • The general membership requirement for partial withdrawals has been simplified to 12 months.
  • Education, marriage and housing withdrawals have specific frequency limits.
  • Full settlement and partial withdrawal are different concepts and should not be confused.

WHY THE NEW RULES MATTER

The objective of the revised framework is to provide members with easier access to PF savings during genuine financial needs while preserving a portion of their retirement corpus.

Earlier, the withdrawal framework contained numerous categories with different eligibility conditions. The new system consolidates these into broader categories and provides greater flexibility while retaining a minimum retirement balance.

CONCLUSION

The EPF Scheme, 2026 has significantly changed PF withdrawal rules in India. The most important changes include the 25% minimum balance requirement, a generally uniform 12-month membership requirement for partial withdrawals, higher flexibility for education and marriage withdrawals, and the extension of the unemployment period for full PF settlement.

For employees, the key takeaway is simple: partial withdrawal can provide access to PF savings for specified needs, but the entire PF balance cannot generally be withdrawn immediately after leaving employment. Members should check their eligibility, available balance and reason for withdrawal before submitting a claim.

The latest EPFO rules should always be checked before making a withdrawal because claim eligibility and processing requirements may depend on the specific circumstances of the member.
