Mumbai Shop and Establishment Registration: Documents, Process & Fees

Any business operating in Mumbai — a shop, office, restaurant or service establishment — must obtain Shop and Establishment Registration (the Shop Act Licence) under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017. This guide explains who needs it, the documents required, the process and the fees.

Who needs Shop & Establishment registration

Registration applies to retail and wholesale shops, commercial offices, consultancy firms and service providers, restaurants, cafés, hotels and eateries, theatres and amusement venues, and even small, home-based or freelance operations.

Why it matters

Beyond being a legal requirement to operate in Mumbai, the Shop Act Licence is needed to open a business current account, serves as official proof of business for other licences, ensures labour-law compliance on work hours and employee welfare, and adds credibility with clients and vendors. It also simplifies applying for FSSAI, GST and similar registrations later.

Documents required

Keep ready: the proprietor/partner/director’s PAN and Aadhaar, business address proof (electricity bill, rent agreement or property tax receipt), passport photographs, the partnership deed or certificate of incorporation (if applicable), and an employee roster with contact details (if you have staff).

The registration process

  1. Check applicability — confirm your business falls under the Maharashtra Act
  2. Prepare documents — compile everything in PDF/JPEG
  3. Apply online — register on the Maharashtra Labour Department portal and complete the form with business name, location, nature of business, employee count and working hours
  4. Upload and pay — submit scanned documents and pay the fee online
  5. Verification — the Labour Department / municipal officer reviews the application
  6. Certificate issued — on approval you receive the Shop and Establishment Registration Certificate digitally

Fees and validity

Government fees depend on the number of employees — roughly Rs. 200–500 for an establishment with no employees, and around Rs. 1,000–5,000 where staff are employed. The certificate is valid for 1 to 3 years (you choose at application) and must be renewed online before it expires.

Consequences of non-compliance

Operating without registration can lead to financial penalties, legal notices from the Labour Department, and in extreme cases a business closure order — so it is best obtained before you begin operations.
