Licenses Required to Start a School in India
Starting a school in India involves more than a building and teachers — schools are generally run by a non-profit body and need a series of registrations, a recognition/affiliation, and safety approvals. This guide lists the main licences and approvals required. (State rules and board requirements vary — confirm with your state education department and chosen board.)
Step 1 — Form a non-profit body
Schools in most states must be run by a Society, Trust or Section 8 company (not a for-profit company). So the first step is to register one of these — see society, trust or Section 8 company registration.
Step 2 — Land, building & infrastructure
Acquire land/premises meeting the norms for area, classrooms, playground, sanitation and safety prescribed by the state and the affiliating board.
Step 3 — Recognition & affiliation
- Recognition from the State Education Department (and an Essentiality Certificate / NOC where required) to run a school.
- Board affiliation — for a CBSE school, affiliation from CBSE; for ICSE, from CISCE; or recognition under the relevant State Board. Affiliation has its own infrastructure, staffing and financial norms.
Step 4 — Safety & other approvals
- Building safety / completion certificate from the local authority.
- Fire safety NOC from the fire department.
- Health/sanitary certificate and, where a canteen operates, an FSSAI licence.
- Water, structural stability and other clearances as prescribed.
Step 5 — Registrations for running the institution
PAN/TAN for the society/trust, a bank account, PF/ESI for staff where applicable, and 12A/80G for tax exemption and donations.
