FSSAI Registration — Basic, State & Central Licence Explained

Anyone in India who manufactures, stores, transports, distributes or sells food needs a licence or registration from the Food Safety and Standards Authority of India. That covers far more businesses than owners typically expect — a cloud kitchen, a packaged snacks brand, a cold storage unit, an e-commerce food seller and a canteen contractor all fall within the net. The system is tiered: the smallest operators file a simple registration, while larger and multi-state businesses need a State or Central licence. This guide explains which tier applies to you, what the application involves, and what you must do after the licence is issued.

Why FSSAI registration is mandatory

The Food Safety and Standards Act creates a single licensing framework for all food business operators. Operating without the correct registration or licence is an offence, and the number must be displayed on premises and printed on packaged food labels. Practically, most marketplaces, aggregators, modern-trade buyers and export partners will not onboard a supplier who cannot produce a valid FSSAI number, so the registration is commercially unavoidable well before it becomes a legal problem.

The three tiers explained

Which tier you fall into depends principally on your annual turnover, your production capacity and whether you operate across state lines.

  • Basic Registration — for the smallest operators: petty retailers, hawkers, itinerant vendors, small home-based food businesses and tiny manufacturing units. This is a registration rather than a licence and involves the lightest documentation.
  • State Licence — for mid-sized manufacturers, processors, storage units, transporters, retailers, restaurants and caterers operating within a single state and above the basic threshold.
  • Central Licence — for large operators, businesses with premises in more than one state, importers and exporters of food, operators at ports and airports, and e-commerce food businesses. Businesses with multiple states typically hold a Central licence for the head office and State licences for each operating location.

The turnover and capacity thresholds that separate these tiers are notified by FSSAI and revised from time to time. Documents typically required

  • Identity and address proof of the proprietor, partners or directors
  • Proof of the premises — lease deed, rent agreement or utility bill, with an NOC from the owner where rented
  • Constitution documents: certificate of incorporation, partnership deed or LLP agreement
  • List of food products or categories to be handled
  • Food safety management plan, and for licences, a layout plan of the processing unit and a list of equipment and machinery
  • Water test report where water is used as an ingredient, and analysis reports for certain product categories
  • Details of the nominated technically qualified person, where applicable
  • NOC from the local municipality or panchayat, depending on state practice

Basic Registration needs only a short subset of this list — broadly identity proof, a photograph, premises proof and the food category declaration.

How the application works

Applications are filed through the FSSAI online portal. The sequence is straightforward: create a user account, complete the eligibility check to confirm your tier, fill in Form A for registration or Form B for a State or Central licence, upload the supporting documents, pay the prescribed fee for the number of years selected, and submit. The application is then routed to the designated officer, who may raise queries or, for licences, direct a physical inspection of the premises.

Basic Registration is usually granted quickly. State and Central licences take longer because of the inspection step and the closer scrutiny of the food safety plan. Where a query is raised, it must be answered within the window given, otherwise the file is rejected and the fee is not refunded.

After the licence is issued: ongoing obligations

The registration or licence is granted for a term you select, and must be renewed before expiry — late renewal attracts a per-day penalty, so this is one deadline worth putting in the compliance calendar rather than trusting to memory. Beyond renewal, licensed operators are expected to display the number prominently, print it on labels, maintain daily production and sale records, and comply with the hygiene and sanitary requirements in the schedules to the regulations.

Manufacturers and larger operators must also file an annual return covering the food products handled during the year. Any change in product category, premises, constitution or nominated person requires the licence to be modified rather than simply noted internally.

How FSSAI sits with your other registrations

A food business almost never needs FSSAI alone. Common reasons applications get rejected

The recurring problems are applying under the wrong tier, submitting premises proof that does not match the address entered in the form, omitting the owner’s NOC for rented premises, and describing food categories too vaguely. For manufacturing licences, an incomplete or generic food safety management plan is the most frequent trigger for a query. Frequently asked questions

Do home-based and cloud kitchens need an FSSAI licence?

Yes. Any operator preparing food for sale needs at least a Basic Registration, and will move to a State licence once turnover crosses the notified threshold. Delivery aggregators generally require a valid number before listing a kitchen.

How long is an FSSAI licence valid?

You choose the term at the time of application, within the range permitted by the regulations, and renew before expiry. Applying late attracts a daily penalty, so renewal should be initiated well ahead of the expiry date.

Can one licence cover multiple outlets?
