GST Multistate Registration: One Master TRN for Several States — What It Does and Doesn’t

From 1 October 2026 the GST portal has a “Multistate Registration” facility. A business that needs GST registration in several States or Union Territories under the same PAN can now start all of those applications together, type its common details once, and then finish only the state-specific parts for each State. What it does not do is create one national GST registration — you still end up with a separate GSTIN in every State.

Here is how the facility works, what it saves you, and the parts that are exactly as slow as before.

What GSTN announced

GSTN’s advisory of 1 October 2026 adds a “Multistate Registration” tab to the GST portal home page. You select every State or UT where you need registration, and the portal generates a single Master Temporary Reference Number (Master TRN) for the whole set. The advisory says the Master TRN must be submitted within 15 days. For now the facility is open only to Normal Taxpayers.

How it works, step by step

  1. Open the Multistate Registration tab on the GST portal and select all the States/UTs where you need registration.
  2. The portal generates one Master TRN.
  3. Under that Master TRN, fill in the Common Registration Information once: business details, promoters or partners, authorised signatory, authorised representative, and the goods and services you deal in.
  4. Submit it. The portal then generates an individual TRN for each State you selected, with the common information already filled in.
  5. For each State, complete the state-specific part: principal place of business, additional places of business, other state details, and Aadhaar authentication.

What you enter once, and what you still do per State

Promoters / partnersAdditional places of business

Goods and services detailsAadhaar authentication

What the facility does not change

  • There is still no single GSTIN. Section 25(1) of the CGST Act requires registration in every State from which you make taxable supplies, and each State gets its own GSTIN, its own returns and its own compliance.
  • Each application is processed on its own. Every State’s application goes to its own jurisdictional officer and can draw its own query, physical verification or rejection. Expect approvals on different dates and track each ARN separately.
  • Only Normal Taxpayers, for now. Composition, ISD and other special registrations are not covered by the advisory.
  • Existing registrants: the advisory does not say whether a business that already holds a GSTIN in one State can use the facility to add more. Until GSTN clarifies, assume the normal route for adding a new State.

Before you generate the Master TRN

The 15-day window is the part that catches people out. Get these ready first:

  • Premises proof for every State — rent agreement or ownership document, NOC from the owner, and a recent utility bill for each principal place of business.
  • The common details, checked twice. Every State application inherits whatever you type once, so a wrong signatory or a missing HSN/SAC code becomes five wrong applications.
  • Aadhaar-linked mobile access for the promoters and signatory who will authenticate each State’s application.
  • A reason before editing common fields at State level — for example a different authorised signatory in one State. Otherwise leave them alone so your details stay consistent across States.

Who gains the most

Businesses opening in several States at the same time: e-commerce sellers placing stock in more than one warehouse, service companies opening branch offices, and new companies that start operations in two or three States from day one. For a single-State business nothing changes.
