RTPS Bihar Online Apply: Caste, Income & Residence Certificates (Step-by-Step)
RTPS Bihar is the Bihar government’s online platform for applying for caste, income and residence certificates and other public services from home, without visiting a government office. This guide explains what RTPS is and how to apply online for the most common certificates, step by step.
What is RTPS Bihar?
RTPS (Right to Public Services) Bihar is delivered through the state’s e-services portal at serviceonline.bihar.gov.in (linked from rtps.bihar.gov.in). It lets citizens of Bihar apply online for essential certificates, track their applications, and download the certificates once issued — within defined timeframes, so the process is transparent and free of long queues at government offices.

Caste certificate — a document certifying a person’s caste (including SC, ST and OBC), needed for reservations, scholarships and government schemes.
Income certificate — proof of a person’s annual income from all sources, issued in Bihar by the District Magistrate / Revenue Department / Tehsildar, usually within a few working days.
Residence certificate (niwas praman patra) — proof of permanent residence in the state, needed for utility connections, admissions and government employment.
