The licence runs for the financial year and must be renewed by 31 March for the year that follows, with the fee for the new year paid before the old one ends. A licence whose fee is not paid can be cancelled. Since a 2021 change, most licences can also be renewed for three or five years at once at a rebate, and the 2026-27 Budget proposed allowing renewal at any time in the year. This guide covers the renewal cycle, the papers that must be current, how fees are worked out, the penalties, and how a bar’s liquor and food sales are taxed.

Renewal at a glance

Point

Position

Licence

Retail sale of IMFL, country liquor or foreign liquor for consumption on the premises (application Form E-28)

Licence year

1 April to 31 March

Renewal deadline

31 March, with the next year’s fee paid

Multi-year option

3 years at a 5% rebate or 5 years at a 10% rebate (2021 circular); confirm availability with the Excise Inspector

Where

Office of the Excise Inspector for your taluka

Fee basis

Location class, AC or non-AC, and carpet area of the bar

Penalty for contraventions

Up to ₹1 lakh under section 35, as amended in 2026

The renewal cycle

January to February: check that every supporting licence is valid beyond 31 March: the restaurant licence from the panchayat or municipality, FSSAI, fire NOC, health NOC and trade licence. An expired supporting licence is the usual reason a renewal is held up.

Check the premises against the licence. If the bar area has grown, an AC has been added or seating has moved outdoors, the fee and the premises plan on record will not match. Get the change approved first.

March: pay the licence fee for the new year by challan and submit the renewal at the Excise Inspector’s office before 31 March.

Keep the renewed licence displayed at the counter, with the excise registers up to date for inspection.

The department has extended the deadline in exceptional years (to 31 May in 2020), but there is no standing grace period, so plan for 31 March.

Renewing for three or five years

Under an Excise Department circular of February 2021, issued as an ease-of-doing-business measure, licences other than industrial and occasional licences can be renewed for five years with a 10% rebate on the fee, or three years with a 5% rebate, and Rules 43 and 91 were amended to match. In the 2026-27 Budget speech the Chief Minister described renewals as being allowed only in March and proposed rule changes for advance renewal at any time of year and for three- or five-year renewals. Until those changes are notified, ask the Excise Inspector whether a multi-year renewal is being accepted before you plan the cash for it.

Documents that must be current

The original E-28 application needs the items below. At renewal, the department mainly checks that the licence fee is paid and that the supporting approvals are still valid, but keep the full set ready in case of an inspection or a change in the premises.

Site plan, internal layout and premises plan

House tax receipt and proof of occupation

NOC from the village panchayat or municipality, and the restaurant licence

NOC from the health centre and a medical fitness certificate

PWD report on distance from the highway (at least 220 m from the centre of a state or national highway in villages, 100 m in municipal areas)

Police antecedent report and an affidavit

Challan for the processing fee

No licence is granted within 100 m of an educational institution or a place of worship, and applicants with a criminal record are barred, under Rule 90 as amended in September 2020.

How the fee is worked out

Location: fees are highest in Panaji, coastal belts and A-class municipal areas, lower in other municipal areas and lowest in villages.

AC or non-AC: an air-conditioned bar pays roughly double the non-AC rate.

Carpet area: a base fee covers the first 50 sq m, with an additional amount for each further 10 sq m.

Late hours: serving beyond the normal closing time requires an additional late-hours fee.

100 m relaxation: a licence granted by relaxing the 100 m distance rule pays 100% extra licence fee, on grant and on every renewal (gazette notification of June 2024).

The current rates are in the Excise Department’s fee notification (the “ready reckoner”), which was last revised in full in late 2023. Ask the Excise Inspector for the figure that applies to your premises before 31 March; we have not printed the rates here because the 2026-27 schedule had not been published online when we checked. The 2026-27 Budget also proposed a ₹20 lakh fee for a new licence and ₹25 lakh for transferring a licence to a non-Goan; neither applies to renewal, and neither had been notified when we checked.

Penalties after the 2026 Jan Vishwas Act

The Goa Jan Vishwas (Laws Amendment) Act, 2026 (Act 2 of 2026) replaced criminal fines with monetary penalties in several sections of the Excise Act, with effect from 2 December 2025. General contraventions under section 35 now attract a penalty of up to ₹1 lakh, against a fine of up to ₹10,000 before. Selling to a person apparently under 21, serving outside licensed hours or premises, and failing to keep registers remain contraventions, and the department can still suspend or cancel the licence.

Taxes on a bar: VAT on liquor, GST on food

Liquor is outside GST. Alcoholic liquor for human consumption is taxed under Goa VAT, not GST. Every bar and tavern must be registered under Goa VAT, following the amendment of December 2023.

VAT composition: bars with turnover below ₹10 lakh were given an option to pay VAT at 2% of turnover. A VAT amendment tabled in January 2026 makes the choice once rather than every year; a composition dealer cannot claim input credit or show VAT on its bills.

Food and soft drinks are under GST: 5% without input tax credit for a standalone restaurant, or 18% with credit where the restaurant is in a hotel with any room priced above ₹7,500 a night in the previous year.

Bill separately. Show liquor and food as separate lines or bills, keep separate sales ledgers, and file GST and VAT returns that agree with the two. A restaurant at 18% that claims credit must reverse the share of common credit relating to liquor sales.

Our accounting service for Goa hotels and restaurants sets up this split in the books and keeps excise stock registers in line with VAT returns.

Beach shacks are different

A shack serving liquor holds a seasonal licence under Rule 92A, issued by the Excise Inspector for October to May and valid for up to five tourist seasons, on the strength of the Tourism Department’s shack allotment and coastal zone approvals. See our guide to the Goa beach shack licence for 2026-27.

Common mistakes at renewal

Leaving the fee to the last week of March and finding a supporting NOC has lapsed.

Extending the bar into a terrace or garden without getting the plan and fee revised.

Paying the fee for the old carpet area after an expansion.

Treating liquor sales as part of GST turnover, or claiming full GST credit on common costs.

Taking over a running bar without a formal transfer of the licence.

Frequently asked questions

When must a bar licence in Goa be renewed?

By 31 March each year, because the licence runs for the financial year. Pay the next year’s fee and submit the renewal at your taluka Excise Inspector’s office before then.

Can I renew a Goa bar licence for five years?

A 2021 circular allows five-year renewal at a 10% rebate and three-year renewal at 5%. The 2026-27 Budget proposed fresh rules for multi-year and advance renewal, so confirm with the Excise Inspector what is being accepted this year.

Is GST charged on liquor in a Goa bar?

No. Liquor for human consumption is outside GST and is taxed under Goa VAT. Food and soft drinks served in the same bar are under GST.

What is the penalty for an excise violation in Goa now?

Up to ₹1 lakh for a general contravention under section 35 of the Goa Excise Duty Act, after the 2026 Jan Vishwas amendment, besides suspension or cancellation of the licence.

TAXAJ’s Goa team handles licence renewal paperwork, VAT and GST returns and books for bars and restaurants across North and South Goa.
