You log in with a HimAccess ID, enter the house, rooms and tariff, upload the jamabandi and other documents, and pay the fee. A Hotel Inspector visits, and the District Tourism Development Officer (DTDO Kullu for the Manali, Kullu and Parvati valleys) approves the unit and fixes its category. This guide walks through each screen and the documents to keep ready, so the application goes through on the first attempt.

For the rules themselves (who can register, the Silver, Gold and Diamond categories and the full fee table) see our guide to the Himachal Home Stay Rules, 2025. This post is the practical walkthrough.

Before you start: check you can register

Owner only. The applicant must be the owner shown in the jamabandi. A tenant or lessee cannot register, and flats are not eligible.

Size: 1 to 6 rooms and no more than 12 beds in total.

Category follows your tariff: Silver up to ₹3,000 a room a night, Gold ₹3,000 to ₹10,000, Diamond above ₹10,000. Use the rate you actually charge in peak season and on booking platforms.

GST number: Gold and Diamond units need a GSTIN before applying, even if turnover is below ₹20 lakh.

Urban areas included: since February 2026 the rules cover houses in municipal areas such as Manali and Kullu towns, not only villages.

Documents to scan before you log in

Jamabandi and tatima (the revenue record and field map) in the owner’s name. Where there are co-sharers, an affidavit from them or a Patwari report.

Owner’s photo ID and Aadhaar.

Affidavit under the HP Tourism Development and Registration Act, 2002, and the owner’s undertaking on stamp paper.

Police verification form.

Structure stability certificate from a registered engineer or architect.

Photographs of the building, each room, bathrooms and the kitchen, and details of the nearest hospital.

Specimen of the guest register and bill book you will use.

GSTIN certificate for Gold or Diamond units.

Police and panchayat NOCs are no longer required. If your fire NOC is still pending, the state has allowed provisional registration and renewal, so do not hold the application back for it.

Step by step on homestay.hp.gov.in

Create a HimAccess ID. HimAccess (himaccess.hp.gov.in) is the state’s single login. Register with the owner’s mobile number and email, then sign in to homestay.hp.gov.in with it. The old tourism e-services portal is no longer used for homestays.

Choose New Registration. Renewals and changes are separate options on the same dashboard.

Owner details: name exactly as in the jamabandi, address, Aadhaar and contact details.

Property details: village or ward, tehsil, district, the type of local body (municipal corporation or council, town panchayat or TCP/SADA area, or gram panchayat), and the khasra and khatauni numbers.

Rooms and tariff: the number of rooms, beds in each, attached bathrooms and the tariff per night. This decides your category and your fee, so enter the real peak rate.

Upload documents from the list above. Use clear PDFs; the most common returns are for a blurred jamabandi or a name that does not match it.

Pay the fee online. The portal shows the fee for your category and area, any rebate, and the choice of one or three years. Paying three years upfront gets a 10% rebate.

Inspection. A Hotel Inspector from the DTDO’s office visits, checks the rooms against what you entered, and reports to the DTDO.

Approval. The DTDO approves and assigns the category. The draft rules set a 60-day limit for a decision on a complete application.

Download the certificate from the dashboard and display it at the entrance with your rate list.

Screen labels can change as the portal is updated, but the order of information stays the same.

What it costs

Category

Municipal area

TCP, SADA or town panchayat

Gram panchayat

Silver (up to ₹3,000 a night)

₹8,000

₹5,000

₹3,000

Gold (₹3,000 to ₹10,000)

₹12,000

₹8,000

₹6,000

Diamond (above ₹10,000)

₹18,000

₹12,000

₹10,000

The fee is yearly, and renewal costs the same. Women owners and units in Pangi get a further concession, which the portal applies on the fee screen.

After the certificate

Display the certificate and the rate list, and keep the guest register and a serially numbered bill book.

Foreign guests: report each one in Form C within 24 hours on the Bureau of Immigration portal.

CCTV and safety: cameras in common areas and a fire extinguisher.

Utilities: Gold and Diamond units pay commercial electricity and water rates. Silver units keep domestic rates.

Adding rooms needs a fresh registration, not just a note to the department.

GST: registration is needed above ₹20 lakh turnover a year, and for every Gold or Diamond unit under the tourism rules. Rooms up to ₹7,500 a night attract 5% without input tax credit. On bookings through Airbnb, MakeMyTrip or similar platforms, the platform pays the GST for hosts who are not required to register. See our guide on GST for Manali hotels and homestays.

Income tax: homestay income is business income. Most small owners can use the presumptive scheme, which taxes 8% of receipts, or 6% of receipts that come digitally.

Penalties and enforcement in Kullu

Running unregistered: a fine of up to ₹1 lakh under section 46 of the HP Tourism Development and Registration Act, 2002, plus a daily fine while it continues. Repeat cases can lose water and power connections.

Kullu is watched closely. It has the most registered homestays in the state, and the administration shut 45 tourism businesses in Kasol in November 2024 for running without proper papers or with more rooms than allowed. DTDO inspections in Jibhi and Manali continued in 2026.

Leased houses: in 2026 the state was examining homestays run on leased land in the Manali, Parvati and Banjar areas. A lease is not a route to registration.

Mistakes that get applications returned

Applying as a tenant or lessee, or for a flat.

The owner’s name differs between the jamabandi, Aadhaar and the application.

Co-sharers in the jamabandi without their affidavit.

Declaring a Silver tariff while listing rooms online at Gold rates.

More than 12 beds, or rooms added after registration.

No GSTIN for a Gold or Diamond unit.

No structure stability certificate.

Frequently asked questions

Where do I register a homestay in Manali?

Online on homestay.hp.gov.in, using a HimAccess login. The application goes to the DTDO Kullu, whose inspector visits before approval.

How long does homestay registration take in Himachal?

The rules give the department 60 days to decide a complete application. In practice the inspection is the step that takes longest, so apply well before the season.

Can I register a homestay on leased property in Himachal?

No. Only the owner shown in the jamabandi can register, and leased houses and flats are not eligible.

Is a fire NOC needed for homestay registration?

The state has allowed provisional registration and renewal where the fire NOC is still pending, so a pending NOC should not stop the application.

TAXAJ helps homestay and hotel owners in Manali, Kullu and Kasol with tourism registration, GST and income tax.
